The Emergency Measures Act, used in Feb. to expel the trucker convoys, gives the government sweeping powers to deal with emergencies. Did this emergency meet the threshold?  Is this an argument about the right to protest or is it about the rights of the citizens of Ottawa to expect peace, order and good government. Whose rights take primacy anyway?
